CLANGXX in clazy script

Allow the CLANGXX environmment varible to specify which clang++ to use in the clazy script
Say you have the following in /usr/bin:
clang++ -> clang++-3.5
you want the clazy script to use clang++-3.6. currently you can't. So I introduce the CLANGXX environment that tells clazy to use whichever clang++ you want.
That will break it for current users, who don't have that variable set.
We can however do something like e3b1966ea538e35d8f772f4bfd0f41df065c3c27, in which Hannah did something similar with clang-cl vs clang++. So you would do cmake -DCLANG_COMPILER=clang++3.7 ... and it installs a clazy script that calls that compiler. Just make sure it defaults to clang++ if nothing is passed to cmake.
